“Save-Renovate for Young People”: Guide to Participating in the Program – Financial Postman

Young people born between 01/01/1984 and 31/12/2005 will be able to benefit from support for the complete upgrading of their housing, energetically, aesthetically and functionally, thanks to the new program “Saving – Renovating for young people “, the which should open its electronic doors to receive applications next Thursday.

The surprises

The program follows the baselines of previous savings programs with three points that stand out. First of all, in the “Save” section eligible for the subsidy will appear the costs of interventions that have been carried out from February 1, 2020. Second, energy performance certificates (EPCs) issued after November 27, 2017 will be accepted, however, the cost of issuing them will only be eligible for those issued after February 2020. Thirdly, for interventions under the “Renovation” component, as the start date of expenditure, eligibility has been set at 26 October 2022, i.e. the date of pre-publication of the program guide.

Income

The basic conditions for beneficiaries to be included in the program are that they have a family income of up to 50,000 euros for the “Saving” part and up to 20,000 euros for the “Renovate” part. To join “Renovate”, it is mandatory to join “Execonom” first. Only one application per beneficiary is allowed in the program. In addition, one application will be accepted for each qualifying residence. The objective of the program is to save at least 30% of primary energy and to change the energy class by at least three energy classes compared to the existing classification.

To participate in the program, you must:

-have access codes to TAXISnet.

– in the event of “regularization” pending urban planning irregularities in the property, submission to a legalization law should have preceded the submission of the application to the program. A subsequent declaration will only be accepted in the event of a deviation of up to 7 m². Also, the declaration for the Electronic Identity of the Building must be in final submission.

– before submitting the application to the program, the outstanding issues in the settlement of the tax declaration (E1), in the declaration of real estate lease (E2) or in the declaration of real estate data (E9) must have been settled. All three forms must have the feed number.

– in the event of acquisition of a property after 12/31/2021, the data in E9 must have been modified beforehand.

– if there are several co-owners in an eligible residence, only the co-owner who owns it will be entitled to participate in the program. If it is inhabited by a third party, the right to participate in the program will be given to the co-owner with the real right of full ownership/usufruct (no small ownership).

– if there are several beneficiaries in the property, the agreement of the co-owners must be obtained and the electricity supply number must be correctly entered in their E9.

– issue an Energy Performance Certificate (PEA) for the property and formulate the proposal for energy saving interventions.

Conditions of eligibility of expenses for “Save”

Once the person concerned obtains the necessary consents and has verified the eligibility of his residence, the first PEA must be issued by an energy inspector. Expenses are eligible if issued on or after February 1, 2020. Certificates issued after November 27, 2017 are also accepted but their cost is not eligible.

Only the costs of interventions carried out after the issuance of the PEA will be eligible for a grant and in all cases the costs must have been incurred from February 1, 2020 (start date of eligibility). For interventions under the “Renovate” component, October 26, 2022 has been set as the date for registering the eligibility of expenses.

The data entered in the request (VAT, if residing abroad declared income, area of ​​the property, etc.) will be automatically checked by the interconnection of the information systems and applications of AADE, TEE and program. Application for the program implies responsible reporting, and inaccuracy of the information reported entails criminal and administrative sanctions.

To submit an application and monitor the project, the person concerned must contact a technical consultant (engineer, member of the TEE), whose costs are borne by the programme.

The start date for submitting applications is next Thursday and the closing date is September 15.

Participate in the “Renovate” phase

In addition to the age criterion, the following conditions must apply cumulatively:

– Individual or family income below 20,000 euros

– Real right of full ownership – usufruct at least 50%. Small property is excluded.

– Total land value (ENFIA 2022) of all family members of the applicant less than 300,000 euros.

Coverage of expenses

The program covers eligible costs up to 32,500 euros, for the energy upgrade and renovation of a residence. More precisely by subsection:

Eligible “Save” budget: Up to 22,500 euros. The program covers 45% to 90% of the amount of eligible energy interventions, while the remaining amount can be covered by an interest-free loan.

Eligible “Renovation” budget: Up to 10,000 euros. Thanks to “Save – Renovate for young people”, up to 30% of the amount of eligible renovation interventions is covered, while the remaining amount can be covered by a low-interest loan of up to 7,000 euros.

Eligible expenses

In the “Save” strand, with a total budget of EUR 200 million (of which EUR 40 million is allocated exclusively to vulnerable households), the eligible costs relate to energy saving interventions, such as replacement of windows, thermal insulation, heating-air conditioning systems, hot water supply by RES, smarthome applications, etc.

The “Renovate” section, with a budget of 100 million euros, includes renovation work, such as the renovation of the bathroom and kitchen areas, the replacement of the front door, the replacement and repair of electrical and plumbing fixtures and floors.

Loan, without collateral

Beneficiaries of the “Saving” component who are entitled to the subsidy, undertake to pay the balance either out of their own funds, or with a loan, or with both. For beneficiaries in the first category (individual income up to 5,000 euros or family income up to 10,000 euros) it is possible to provide a capital security guarantee to financial organizations which will cover the amount of the loan at 100% for the owner – occupied dwellings and 80% for the cases of rental or free concession.

It will not be allowed to require guarantees from the bank, while the interest subsidy (fixed at 6.5%) will cover the entire duration of the loan (4, 5 or 6 years).

Beneficiaries of the “Renovation” component must pay the costs of the renovation interventions in full and will receive the grant after successfully verifying the completion documents. The costs can be paid with equity or with a loan. The amount of the loan (with a fixed interest rate of 4%) that the beneficiary can request amounts to 70% of the eligible budget, with a maximum of 7,000 euros. 50% of the loan is financed by the Ministry of the Interior. and is interest free and the balance is granted by the bank at an interest rate of 8%.

Eligible Residences

A dwelling, to be considered eligible, must be a detached house or a detached apartment and must:

– It exists legally.

– It was not deemed demolishable.

– Used as a primary residence.

– It has been classified in an energy class less than or equal to C, based on the Energy Performance Certificate (PEA).

They are not entitled to submit residences with an active application to one of the energy upgrading programs “Ecoconomisi kat’ Oikon II”, “Ecoconomi – Autonomo” and “Ecoconomo 2021”, as well as residences to short term rental use.
